Nigeria to Host 7th ATU Plenipotentiary Conference in Abuja July 2026

Nigeria will host the 7th Ordinary Session of the African Telecommunications Union Conference of Plenipotentiaries in Abuja on 23-24 July 2026.

The Federal Ministry of Communications, Innovation & Digital Economy stated that the conference will bring together ministers responsible for telecommunications, ICT and the digital economy from across Africa. The event serves as the highest decision-making body of the African Telecommunications Union and sets the continent's digital agenda for the next four years.

The gathering occurs at a time when African nations coordinate positions on spectrum, standards and digital policy through the ATU, the African Union's specialized agency for telecommunications and ICT established in 1977 with 49 member states. Hosting the session positions Nigeria to influence rules affecting mobile broadband, 5G spectrum, AI regulation and cross-border data flows.

Preparatory meetings have already begun in Abuja. The Special Session of the ATU Administrative Council started earlier to review institutional, financial and procedural matters. The Conference Preparatory Committee will meet on 20-21 July 2026 immediately before the main ministerial session.

The venue is the Bola Ahmed Tinubu International Conference Centre. The Nigerian Communications Commission announced the event on its official channel, confirming that the conference will convene Africa's leading telecommunications and ICT decision-makers.

Key agenda items include digital infrastructure, meaningful connectivity, spectrum management, emerging technologies, artificial intelligence, digital skills and institutional governance. These topics directly shape regulatory frameworks that affect telcos, infrastructure providers and digital platforms operating across the continent.

The conference is expected to conclude with adoption of the Abuja Declaration, a shared framework for advancing Africa's digital transformation over the following four years. This document will serve as a reference for national policies on universal service funds, infrastructure PPPs and regional cooperation platforms.

Participants will include ICT and digital economy ministers, regulators, senior government officials, industry leaders, academia and development partners. The ATU coordinates African positions at global forums such as ITU World Radiocommunication Conferences, so outcomes from CPL-26 will influence how member states approach spectrum negotiations and device compatibility standards.

The Federal Ministry of Communications, Innovation & Digital Economy press statement noted: "Nigeria is set to host Ministers responsible for telecommunications, information and communication technologies (ICTs), and the digital economy from across Africa as the 7th Ordinary Session of the African Telecommunications Union (ATU) Conference of Plenipotentiaries (CPL-26) convenes in Abuja on 23–24 July 2026."

Official ATU invitations issued in June 2026 confirm the dates and provide logistical details for member states. The ATU website lists the event in Abuja with contact information for the Secretary-General's office.

Tech Review Africa reported that the Special Session of the Administrative Council has commenced in Abuja as part of preparations, drawing on experiences from the past four years before the Conference Preparatory Committee convenes.

Nigeria's role as host aligns with its National Digital Economy Policy and Strategy, allowing domestic priorities on broadband and digital skills to be reflected in continental outcomes.
